Senate GOP would halt Obamacare penalties, taxes

Think of it as a fun surprise, not an irresponsible vote that will literally kill people.

Senior GOP senators were still putting final touches on the draft legislation on Wednesday, and it is still likely to change before any vote as members express their preferences. "Is this bill good?"

In addition, a growing number of Republicans are frustrated with the process, saying they apparently will have just a few days to study the draft before being forced to vote on a major piece of legislation.

The new legislation would also eliminate federal funding for Planned Parenthood, a non-profit reproductive health organisation that United States president Donald Trump's administration has targeted for cuts. Republican senators voiced concern on Wednesday about a plan to overhaul the USA healthcare system, fearing a rush to consider the major legislation as their party's leaders prepare to unveil it. This official said the White House has provided "technical assistance" to senators in crafting it. "I feel awful about it".

"It's not being written by us", he said during a Facebook Live event on Tuesday. And fellow Republicans point out that they and their Democratic colleagues will be able to offer amendments to the legislation before the full Senate votes on it.

Senate Majority Leader Mitch McConnell doesn't see a problem.

The House's tax credits were tied to people's ages, a change the nonpartisan Congressional Budget Office said would boost out-of-pocket costs to many lower earners.

The legislation also curbs Obamacare's expanded Medicaid help for the poor and reshapes subsidies to low-income people for private insurance. Like the House version that passed last month, the Senate bill will eliminate the current mandate that all Americans must have insurance; it will phase out Medicaid expansion; it repeals taxes on the wealthy; and it will eliminate funding for Planned Parenthood for one year.

The letter was signed by 28 members of the Republican Study Committee, a conservative caucus of House Republicans with more than 150 members. That had Democratic senators rallying outside the Capitol Wednesday.

The first draft of the senate version of the health care bill is expected to be revealed Thursday morning. "That, to me, is really a nonstarter".

Insurers would be required to sell policies to people with pre-existing conditions and could not charge sick people higher premiums than healthy people.

Pressed by Cuomo on the closed legislative process, Johnson said, "I'm not going to criticize the process unless we start taking a vote way too early".

Can McConnell get the votes?

The Senate bill would also repeal all of the Obamacare-related taxes with the exception of the Cadillac tax on generous health plans.
